Stage
0: "Survival"
The goal is to minimize homeless people's
struggles to meet their physical needs, thereby allowing them to direct more of
their time and energy to recovery.
Existing programs include: the Men’s and Women’s Day Centers In Wilmington,
The Newark Empowerment Center, the Sunday Breakfast Program, Winter Sanctuary,
Andrew's Place Shelter for the Elderly, The Clothing Bank
of Delaware, the Home Base Program, the Client Savings Bank, The Medical
Assistance Fund.
Stage I: "Accessing Resources and
Developing A Plan"
The goal is to help homeless
people identify causes of their homeless conditions that are within their
control and develop short-term strategies for resolving these issues. Existing
Programs include: the Men’s and Women’s Day Centers in Wilmington, the
Newark Empowerment Program, the New Job Program,
Prison Outreach Ministry.
Stage II: "Strategic Problem-Solving"
The goal is to provide homeless persons
who are striving to implement the short-term strategies which they have
developed in Stage I with the necessary resources and appropriate living
environments. Existing Programs
include: the Newark Empowerment Center, Corner House Criswell House, Burton House & Concord House for men, Ashford and
Patterson House for women and children, the Clothing Bank
of Delaware Employment Program, Credit Restoration Fund, Empowerment Grant
Program and the Emergency Child-Care Fund.
Stage III: " Strategic
Living"
The goal is to provide a living environment
where graduates of Stage II programs can expand their problem-solving strategies
into personal philosophies of living that will enable them to achieve their
long-range goals. Existing programs
include: Palmer House for women and children, Burton and Concord Houses for
men, Credit Restoration Fund, Emergency
Child-Care Fund and MBNA Security Deposit Loan Fund.
Stage IV: "Re-entry to Independent
Living"
The goal is to support formerly
homeless persons in implementing their life strategies in the independent
settings of their new careers and homes. Existing
Programs include: the Transitional Housing Aftercare Program, the Graduates’
Alumni Associations, the Credit Restoration Fund, the Emergency Child-Care Fund
and the Empowerment Matching Grant Program.
Stage V:
"Strategic Crisis
Management"
The goal is to help formerly homeless
persons incorporate change and choice into their life-strategies so that they
will possess the ability to weather
their first major life crises after returning
to independent living. Existing Programs include: the Transitional
Housing Aftercare Program, the Graduates’ Alumni Associations, the Credit
Restoration Fund, the Emergency Child-Care Fund and the Empowerment Matching
